Viva with 15" rims

Saw this Viva with 15" rims. The offset make the wheel comes out of wheel arch area and probably owner did not roll it's fender, therefore scrapping the tyre sidewall.

Tyre sidewall cut but wheel fender.....

On the 2nd pic,inside the wheel between rim and the drum brake,if u look closely..looks like there's a spacer..

Wah! you are very sharp, but I am not too sure, as I took pic of this car in parking lot.
Could be spacer but again it looks hollow?:confused:

If it is a spacer then I also don't know what he wants to do?
