Browser Hijacked

Need help : Internet Explorer browser got hijacked.

Tried to remove from registry but oso not working. Deleted every file offline connected to the hijacker / malware, but the program reinstate itself after 30secs.

How to remove the hijacker without having to reformat windows? Any software I can use to remove it safely?

Using Windows 2000

Just download and use firefox instead. If you can't live without IE then tryout those anti-spyware tool like spybot or microsoft anti spyware.
