The car has been there for a very long time. The piece of paper on the windscreen is a removal notice that is posted around 1-3 years after a car that does not belong to anyone in the neighbourhood needs to be moved elsewhere. After the paper is posted the Majlis Perbandaran takes an even longer time to get rid of it..

Maybe it is a stolen car.... then the culprits stripped it from what they could sell off. I won't be surprised.... besides if the engine block is used for a track car no one would know that it was from a stolen vehicle since race cars aren't registered.

for cases like these, can anyone just pickup the chassis & re-register with JPJ?
it can't as the chassis number is punched on the body, but its still possible if you don't plan to endorse the car by tampering the chassis number and change it to a number which you have the documents for.
